Create a bLine program that runs on 'site'.
Add your point/tag var(s)
Configure the var as it corresponds to the weather info desired (i.e..temp = numeric , condition = string). Make sure to select 'yes' on writable.
Create your logic using the different weather blocks.
Click save and check your site(s) in your vars menu.
