Most cases require the template installation.

Install templates in all new installation scenarios, Supervisor and JACE.
Install templates in all upgrade scenarios, except if you have devices integrated using Siemens N4 Appliance version 1.10 templates and you do not plan to upgrade these to the current version templates after upgrading the station.
